Paint doesn't matter. It's all up to what the artist is able to do.
Then again, if she used Windows 7, its paint program has improved in such a way that you can brush transparent stuff over other stuff. That would make pictures like this a bit more possible, or at least easier to do, in Paint. But just now I read it was done by mixing it with a photo - still a very impressive manipulation job!
They look VERY good, by the way. I'm thinking maybe the splashes could have had a somewhat larger palette of colors rather than all the pure white pixels, but it's nothing big - it still looks good.
