Heh, the world didn't really seem oppressive enough to me. Maybe that's just my much, much darker imagination. It still just seemed weird to never see him again till the very end. I would have expected him to mess with the party a lot more. I mean, he's Kefka... taunting the heroes is his MO throughout the entire first half.
