Ohh OMG I figured this out !
You draw normal hardness (cream) then when u done or before you close off the 4th corner of the bit u are drawing (no double click to close it...) - right click and select "Transform hardness" and choose "Low/water" and what you drew changes to blue hardness - (you hold down shift not ctrl)
