Arg... can't get up stairs.
What do I have to do to get up the stairs in the tavern to see the harbor master? There doesn't seem to be a lot of clues as how to do that. Anyway, I'll keep trying.
Talk to the barman. You have to do certain things depending if you are playing the R or M rated version.
R rated - visit the brothel ladies and eventually the Barman thinks you a man of the world and lets you up.
M rated - talk to some of the other townspeople and try to learn a joke or too.
