I followed the walkthrough.
And according to it, I am next supossed to talk to everyone and incite a riot.
But it doesnt happen.

Sorry for being unclear. If I could go back and rewrite things I would make some of these events more coherent! In fact, you need to talk to everyone inside the bar (exchaust their conv options if possible), and talk to the barmaiden LAST. That should work.
