In the area where the guard blocks you off, go one screen up and burn the tree.

how do you get to the boots theres a heap of thorns in the way??
To anyone looking for this answer, "Burn them" is not right.
Try interacting with the items in the environment, it will give you a hint. Asking people in town until you get another clue of something that has changed, especially in a gathering place where one may meet shady characters.
