Besides having the bow selected I believe you also need bowlore if you don't have it already. Try torching some trees in the south west area of the map, particularily one that looks out of place.

I think you may also need to watch the parade if you haven't.

Go tot that town in the north and talk to the girl pacing around and tell her that you know about the parade will be under attack!

I think you can go from there!
