Err... self-contained tiny bits would be fine. Every dmodder gets a few selected screens, and a number of variables he can use.
That sounds like a winning combination of simple rules to start with, except we may want to distinguish between global and local variables. Example: Each dmodder gets 15 local variables and 10 globals.
Also, would we allow dmodders to import graphics, sounds, animations, etc. at will or do you think it would be a good idea to limit each of those too? Or would it be better to state that only the original graphics, sounds, animations, etc. can be used?
