So, I stumbled upon the little hut where the magic boots are sold, and also saw a little sand bar island with a bunch of potions and gold on it a little to the southeast. Is there a way to get at these, or are they just there to taunt me?

... nevermind. Figured it out.

There's a secret island south of Windmere. To get there, you have to walk on water...
