SOB Help Needed

In Stone of Balance, I am in the desert and have the purple bonca steaks. But I can't figure out how to get them cooked for the goblin guy. Also, is the item that the circle with the star in it wants in the goblin sanctuary or is it somewhere I am already able to get to? I brought fire to the village, but am stuck there. Please help. TIA!

The guy famous for his cooking skills is unfortunatly in jail. Perhaps you can figure out some way to meet him?

I've tried everything I can think of to get into the jail. I've bombed the place, picked it, water, fire, scroll, knocked - everything. What am I missing?
