If you mean the soldier you see near the river, you can beat him if you found a secret in the area there :)

Do nothing, thats what I did. Nothing in that game makes sense. Enemies are pratically unbeatable and there is no logical ending. A walkthrough for this d-mod might say, "choose exit from start-up screen".
