need help saving the goblin in EOT

also need help getting through the fence. I've been everywhere, bombing what i could and even went back to Windemere talking to everyone looking for help. i'm clueless. can anyone help. thanks.

A little ways southeast of there, there is an enclosure blocked by vines that (a sword probably couldn't cut though) See if you can find something that will.
