Need help how getting in Tware-island dungeon. I can swim but cannot enter.....

if you don't have the whistle now go back to Rai. walk around, you will find a magician. talk to him and he will give you the whistle. collect six ducks with the whistle. go back to tware and go to the south-eastern part. walk across the water and use the whistle on the statue.
