Yes, you must first go to Rai. You must talk to everyone in the town. I think someone tells you you need to find a man to build a bridge, and you ask everyone about it, and they all say that they are wizards, so they can not build it, but there is a man who lives underground that can. You must find him to do it. He will build it so you can go to Rai.
