Eh... right now creating a D-Mod is a very tedious process. There is nothing to keep track of items, shops, monsters, variables, quests, etc. besides your own memory.
If someone were to create a DinkC editor to handle a lot of these things (say, something to keep track of what items you have, and just add it to any given shop you want) it would allow the author to have more time to focus on the actual D-Mod instead of lame stuff.
And now I'm going to agree with you: it would result in more D-Mods, probably of questionable quality. But I think the quality could only improve in time.
I've been thinking about this a lot lately... and if I ever get focused, I might end up releasing something very cool.
