I think so, but you would have to state that did not create the Dmod and who did.

I think if you update someone else's DMOD you should have his/her permission. If you want to make the update anyway, make it an add-on. There's a special category for this.

<EDIT> Now I look at it, a lot of these bugfixes are posted in the miscellaneous category...

Some people have updated other peoples' Dmods, but this just include bugfixes etcetera. If the only changes you made are fixing bugs, I think you should be able to upload that.
